Abstract
          The limitation on the rate of data transfer through PSTN line is an issue that
 cannot be avoided and the load balancing technique is seen as the most potential
 technique in dealing with this problem. The aim of this project is to design a model of a
 modem which is capable of implementing the load balancing technique in order to
 increase the efficiency of data transfer through PSTN line. The design of the model is
 achieved through prototyping methodology, while at the same time the performance of
 the model is measured through simulations. The result of this project is the specification
 of the model for the load balancing modem which will assist further research on the
 development of the actual hardware of the modem.
