Abstract
In Malaysia,education world has gone through a lot of changes in development process. Some goes for higher education institutions in Malaysia, which uses new and advanced technologies in the process of teaching and learning. Unfortunately there are still a lot of problems.Thus,as a solution for those problems a web portal must be developed. With this portal, both lecturers and students can go through teaching and learning proccess very well.This system is using Waterfall Methodology with Perl programming language. The system provides facilities for lecturers to develop website for each subject related.This website includes mailing list,notes and students mark.Hopefully this system can solve the problems and facilitate students and lecturers towards teaching and learning.
